What you are saying does make sense and we all hope that you are right, but for balance, there are statements that contradict your interpretation.
For example, you mention the statement :

its clear to me that at that time, "one work plan" = "one product development", and the PDA covers 3 initial work plans (aka 3 products). It seems to me that all these words are used interchangeably...

work plans for development of first three products

Anyway, I think we can both agree to the final number of products.. it will be lots and lots!
