The proxy votes listed include all those returned to the registry - with 33million for and just under 3million the remuneration report was going to pass. Even if you stacked the meeting with disgruntled shareholders each voting in their own right the matter would have been put to a poll and still would have passed. There just wasn't enough shareholders that voted against it (by any means - physical presence or proxy).
