My understanding of this is that management maintain a suitable and responsible level of leverage across the company as a whole.
With borrowing rates so low, why would they not lock in some long term debt.
The buy backs have been going for a very ling time now and my opinion is contrary to yours, that in fact it puts a floor under the price.
Whilst small investors may have a fear of debt/leverage the institutional investors do not.
