With an expenential rise in demand and a tight supply I would see any take-off agreements at this stage to be a negative, rather than accretive. If auto manufacturers need a long-term reliable supply from a politically stable supplier it makes much more sense to invest in the source & refinery. At the current market cap KDR is a snack to the likes of VW.
