ARPU down nearly 20 % suggests they are only getting the "rats and mice " connections , for the arpu to drop so much over their whole base suggests a churn fom high value users to low value new connects , looks like they are still suffering from the losses of high value customers when the decided to bill the 13 times a year instead of 12 ?

For me im leaving it alone and moving on
