It's one of those things that the civil war has muddied the water and the permit process is slow or non existent. I think what has happened is that the first operator is a test case where the government wants to make sure trucking on the roads is safe, reliable and sustainable. The problem is that this is technically a war zone and oil is a valuable commodity and highly flammable. The trucking convoys are targets for any enemy combatant or jihadists, hence that only one operator has been approved. It might be theee or six months trial to make sure this is feasible or sustainable.
We are closer each day it is safe. Hopefully we get some news.
