If that is the case why don’t the just say that ? Makes absolutely no sense to say you are preparing to restart and then behind the scenes not start for fear of being blown up ? I think you are being a little too generous to PSA management . They said at the AGM they are preparing the restart. Were they lying then ? Their AGM address posted in the ASX says they are planning to restart, are you saying they mislead the shareholders ? I think it is just another case of PSA over promising and under delivering. The SP is sliding and will probably be back to where it started pretty soon.
