I believe that back in the day their was a special agreement for windarra nickel area which did not cover any gold resource . So they can not mine gold at Windarra till the state Goverrnment changes the act and that area can become a normal mining tenement area then you can mine Nickel and gold their.
Zeb you dont need mineral specific leases to operate but windara is not a mining lease it is a state agreement.
