Thanks randosmit. This aspect that I received from an enquiry I made in early May, seems to be the key factor that the company wants to finalize their preliminary matters before they start delivering to a processing plant.
"that the consent is triggered at commencement of haulage of ore down mine road which WE DON’T want to do as the consent is strictly 2 years. As such we announced that we are finalising processing route and targeting 2 areas for sampling on permit area while we finalise plant design and consent.
We are currently commencing a targeted program at Mystery to push face forward some 10 metres to sample continuity of high grade 40gt we sampled recently while we finalise plant side. The plant is our priority at this stage."

Sounds reasonable, they are working under very tight regulatory conditions. Red tape.
