I agree about BOAs but DC did speak about debt funding as part of FID. I think he was saying we need the BOAs to get commercial debt funding and we need the terms sheet from that to satisfy the conditions of the Gov. $185M loan facility. Two different debt deals. Both needed to get to FID. We need the BOAs to get FID and construction next year so we don't want to wait too long. DC also said the commercial debt deal and the BOA may come from partners in the current non-binding MOUs. In the previous announcement of the MOU with POSCO there was comment that POSCO may take an equity position, so maybe they are a potential loan partner too, underwritten by future ore supply in a BOA.
