    My interpretation was that part one of the legislation only applied to current producers. i.e. a current producer cannot sell for more than $12...on paper the JV could legally offer their gas for more than $12. Whether there is a buyer at that level will be driven by the supply/demand equation, but I can't imagine the big boys selling into spot if they can help it now that the cap has limited their upside versus exporting.
