I doubt that the new regulations will have much effect even if they did apply. Just means a cap is in place for any future increases in price and MEL would still get the current price for its gas when it sells it.
Maybe a bit of overreaction at this stage. Something was going to happen with energy prices anyway, so this has a minimal affect.
