I think what it means is that they are progressing with the commercial scale production of titanium, but have already started this for the rare earth and Dubbo metals, which was the plan all along. So essentially expanding the product suite. They have started commercial production of NdPr with their first commercial customer, so pretty sure this is what they mean.
