OMG!
They are now just starting to look at the obvious solution for Orbost I suggested when the plant was first commissioned.
That is, build an extra one or two scrubbers and clean them in rotation, always producing at maximum capacity.
The scrubbers are tall and skinny so can easily fit on the site footprint. The rest of the plant is sized for 68 so no need for additional changes.
We know for 100% certain that this will work.
Sort out the root cause later, if it matters by then.
