I think it is an input for them, I believe that statement is saying cash flows are stabilised after the recent price increases in lithium. Page 11 clarifies this a bit.
I would recommend contacting the company, I haven't in years, but when I have in the past they have always been willing to clarify matters for shareholders. XRF still has the same management they had years ago...
