I don't think that Little T is suggesting that someone is currently furtively accumulating a majority of the shares on market. His point, as I read it, is that a small number of shareholders hold a large number of shares, well in excess of that 50.1% level, and if they all agree to accept a takeover offer, following a recommendation by the board, then the smaller shareholders are likely to go along with that.
