You'll notice how in the Report and other places, this particular tenement gets very little mentioning, apart from the fact it's an application. It was applied for in April 2019, which is a long time to get approved.
The likely reason for non-approval is that the land is sitting on a Conservation Estate - the Purnululu Conservation Reserve. It's an IUCN Category 2 Reserve.
What all this means is that the chances of this getting approved for exploration (let alone mined) is pretty small. Like really really small. Maybe even teeny tiny.
The smart thing for the company to do is let the tenement application go and focused on its' other holdings.
