Ie, a payment plan where they were paying the bond over multiple installments.

you don’t get the bond back, it’s the govts view on what it will cost for you to clean up the mess that has been made in the desert, so it’s more like a prepayment for future work you must do , for the SA govt it’s an insurance policy.
