That's pretty much what I was eluding to earlier today. They previously confirmed that the service rig was already in Cuba. So, logically, the delays are from either -
1. Access road issues (hence the mention in the email response of the hurricanes) 2. Delays in getting the chemicals from dock to pad (hence the mention of the power outages) 3. Problems at the pad (could be hurricane-related or power-related, or a raft of other issues)
I don't think the delays in remediation are due to financing or partnership issues.
