Why not just rent a Chinook-type helio for a couple hours (should be around $20k) - grab the chemicals and other equipment from wherever they're stuck and drop them to site.
Prior to that, purchase a 500kva generator (powerful enough ?) which seem to be around $100k (of course diesel would need to be sourced for it) and drop that bugger to site as well.
Maybe another $10k to set everything up and there ya go, all in place for less than $150k total, 30% of the cost to Melbana.
There's always a workaround if people think outside the box just a little !!
