That has been the case for a while now.
Attached is a note I have produced of all the milestones the company has achieved since at least 2023 (it goes beyond that to 2020, when the company announced the pivot to H2). As you can see a lot has been missed this year and the market has reacted accordingly.
GEV / PV1 have always promised binding agreements are just around the corner however, I am still hopeful that the penny will finally drop and an agreement with Uniper will be executed (I'm mindful the terms sheet is yet to be released to the market).
