I do not think that it is a matter of technology readiness. The technology has been around internationally for decades now. Maybe there are some issues with the process of breaking down some of the different types of waste that need to be solved but that is more a matter of enlarging the range of waste product which can be used in the process - Aust has plenty that can be biologically processed easily without looking for new waste product which requires different process. I personally think that the major hurdles have been the public acceptance of where they can be located so that they are logistically practical and viable despite the fact it is a closed process and there are very few local environmental problems. The problem is that you need a very dedicated team of people to get these sorts of developments through both the state and local govt planning process. The conditions attached to gaining approval are arduous and lengthy to say the least. The development process has costly upfront investigations and reports that are needed to overcome local environmental development regulations and a good deal of patience is required to get them completed and accepted. All of those processes are lengthy as some of the bureaucracies involved only meet at various intervals to consider the applications. So I think the arduous and lengthy planning process is one of the major hurdles.
