This is transfer between users, not really a merchant. Good luck using this if you have a business to run - half your user base (probably more) can't use it, as they don't have an iPhone.
Any solution put forward needs to be better than the current, not worse.
Hypothetically if this (credit card payments, not straight $$ xfer) was used by a merchant, who is the acquirer? Apple don't do this stuff for free... (so there's probably still a cost to the merchant or surcharge to customer)
