This is a separate argument to bypassing terminal fees. Specific terminal shortfalls are very valid concerns though.
My understanding is the Android based terminals are now certified in Aus/NZ. This is kind of backed up by the SMP website:

(I don't think they'd be advertising Android terminals without having them available to merchants)
At worst, they'll need to replace existing PAX terminals in use with Android terminals.
