The distribution of share ownership is amazing!- See pg. 108 of the Annual Report.
The number of unmarketable parcels is very large and relatively few shareholders own nearly all of the company! About 20% of the holders own about 98% of the shares.
So long as the development progress remained strong, in 12 months, a consolidation and small share sale facility would be helpful to tidy up the capital structure. A 1 for 7 consolidation would see the SOI fall from over 6B to approx. 900M.
