Looks to me like there's a lot of drilling left to do there. Eg. B-R connection is lacking drilling.
It could be possible to mine B's shallows while drilling is ongoing, so not having to delay for years while proving everything else.
So applying for a mining permit seems to make sense.
- Ramp up Quarts for a couple years.
- De-water and ramp up A-full.
- Start mining B.
- Prove up any connections / stand-alone pits around B.
- Possible mine those too.
- Avoiding the trouble of underground at C.
Looks to me like there's a lot of drilling left to do there. Eg....
