Guess it depends how high a waste dump is lets say the dump is 50m high and on surface and the pit is 150 meters deep , then is not the dump relatively insignificant compared to the waste that needs to be stripped out on a cut back , and reflected in a proportionately lower cost to move ?
Also the dump would not need to be drill and blasted to move and likely just dozered out of the way , if less than 170 meters to move .
