Well, the announcement says that any applications received on and from 26th October would not be accepted.
Based on the "BPAY rules", a BPAY made prior to the cut-off time (6pm AEDST I think) on the 25th must be treated as having been received on that day.
So, it looks like if you paid via BPAY prior to 6pm Sydney time on the 25th, then you should be ok!
DYOR though as this is my conclusion only!
BTW, I think I scraped in by flukey timing, paying on Wed arvo
