Yes I agree Villy. The quicker the better.

BUT !
The problem with the Bolivian situation is that it takes a lot of effort to get "the quicker the better".
In fact it probably true to say that the Bolivians have not quite found the "quicker" gear yet.

I think, from my observation, that there is a lot of negotiation done to move thigs step by step.

So I think we ought to be prepared to find that things do not move forward there quite as quickly as we might like.

I hope that things do go more quickly but I would not hold my breath.
