PSLV has had 37 successful launches out of 39. There is a 5% chance that this launch will fail. Given that, I wouldn't expect the SP to rise as dramatically as everyone is claiming.
Buyers waiting for a successful launch based on a 5% failure rate are probably few and far between, the time to get in was when the launch date was confirmed.
I'm no expert, just trying to keep my own expectations in check.
