I guess the management is very confident that they can raise at much higher prices later down the track. On the other hand PEN had a massive discount when they raised their 60 million shares and massively diluted their shares.
I guess these 30 million dollars were to show potential lenders that it is very easy to finance the project through shares, offtakes and debt.
