No i think it would be in a strategic phase. It has the resource & the numbers, i would imagine negotiations will eventually take place. Or build on fundamentals currently in situ or in parralell. Either way, it gives people a chance to accumulate in this immediate period for those who have done their research, so not a bad thing in my opinion. I cant discern any concerning flags personally with progress to date. Once cat starts getting out of the bag, id be very surprised this doesnt rocket in my view, but hey we will see how it goes.
