I don't like that word "intends", this wording means they could possibly change direction to another flavor of the month, why not use the word "will" as this would hold the management accountable to ensure funds are spent exactly where they say they "will" be spent!
Anyway I will leave it there for the existing shareholders to decide their own fate.
