ii think it an action predicated on interest already expressed and the directors (who may or may not be a party to such interest) are looking for independent third party cover on events which may happen.
Think of this as a blind auction to flush out interested parties. No harm there. Hopefully we retail investors are happy with the outcome and can say NO if it isnt so
