The way I am reading this is the same major stakeholders have essentially funded their own capital raise, therefore increasing their stake in the company but have done this at a discounted rate (just as ajostu has indicated). The question I have is where are the outside investors? At least when they had their previous capital raise it was taken up by an outside investors which provided some confidence in that independent investors could see something in this company. I am not sure that investors would have been given any additional confidence with this capital raise.
