If CE is confident in the asset value and the tonnage,
Why wouldn't that be good debt? He simply has to sell the idea to a lender, like he sells a CR to the public. I'm starting to get the feeling CE and MB are lining HCH up for a T/O, Which I'm ok with, it'll just come down to how much?
