IMO the Phillips deal may be linked to the report that was due from the VA to congress. I can see a scenario where Phillips wants the Va to name 4dMedical before committing, since this teaming agreement is primarily targeting the VA. on the other hand, AF mentioned it was documentation that was outstanding, and it could be that a key person at Phillips required to finalise was not available for some period. I believe the ATM was announced to reassure shareholders, and as previous posts have mentioned they may not feel the need to clarify if a material announcement is imminent.
