True, it was a bit of overexcitement .
It would be irresponsible for the DoD not to begin with a pilot (insane) and likewise for 4D (they may not even have the capacity to handle a full scale DoD rollout atm). This is the playbook as seen with i-med, pilot and then if successful - a national rollout.
