    It means the cells need to be operating in a memory array (i.e. the MB chip) to understand their actual characteristics (speed, endurance, retention).

    Said another way, testing them as cells only will not give meaningful data on speed, endurance, retention.

    They don't have testing equipment issues, they are not too fast for DRAM, read my above post.
