Why do I have the impression that this the 3rd platform lot is the final platform lot? They did not mention 4th non platform lot and no mention of another extension with imec?

I am under the impression no CR is needed given the Dr has mentioned everything has been on schedule and on budget.

the fact 4ds mention explicitly that HGST requested details of the technical update, either is to sweeten the announcement (why? They don't care about the share price, not like they are trading it), or more likely something is brewing (commercialisation very soon, whatever that means).
