FWIW Substantial holder rules are irrelevant here as the substantial holders are also Directors and would have to post an ASX notice even if they sell or buy one share.
As for the selling over the past few weeks it also wouldn't be insiders/staff as anyone working for the company or "inside" has been in trading blackout since end of the last quarter. According to the security trading policy they are blocked from trading until the annual report comes out (some time in late February) so anything between now until after that date won't be insiders either.
