Conspiracies aside, you are aware that brokers and a plethora of others are aware of raise terms well before the accouncement right? In Wades case, I remember simply googling and found a news article I think it was in AFR or similar, quoting exactly those numbers while RXL was in halt and waiting the ann. Yes often the raise conditions are printed in media before released to the market....
