Some one who knows a lot more about this than I might be able to elaborate, but from what I understand is that there is $5 mil of stocks that were bought at .37 being sold by the the sophisticated investors for .38c+ and they are turning an immediate profit. So every one is buying up the cheap shares while they are available.
I could be completely wrong but that is my guess.
