Pretty irrelevant anyway S/B if they need the money they need money just call an EGM to vote on whatever number of shares they want to issue it could be above 15% - no plant ! no product ! the Chinese holders do their $$$$ so presumably all the Chinese holders vote yes and the retail holders vote is not even required but presumably most of them would vote yes as well
