CTO did not get funding. This is from the ann..
The transaction, which is subject to applicable regulatory approvals and due diligence, is anticipated to take about 4 weeks to complete.
Due diligence has to be passed, and there are plenty of Chinese companies they can ask about their relationship with CTO and as I gather from their websites ... relationships are very important to them. A few well placed phone calls from the good Dr may well be all he needs to get the gist of the true value of CTO.
