From my experiences in the construction of process infrastructure, pre-commissioning activities involve the following that enables energisation of the complete systems(s). This being:
- Structural inspection and certification.
- Inspection and certification of all pipework welds and flange connections.
- Electrical inspections of all cables, pumps and equipment, this includes earthing of the entire system.
- Mark up all changes to drawings.
- Possible energisation of the main electrical boards.
I prusume a lot of the equipment has been factorary acceptamce tested and delivered to site to "plug in" but the percommissioning stage takes a lot of time as there are considerable HSE risks (time and cost also) if things go wrong.
Achiving a "pre-commissioning" stage can be quite vague, if i was managing this i would be calling it as soon as the firest equipment is being fitted and tested.
For an example, BHP has a 4-stage commissioning process.
