Will China be solely relying on Australian hard rock supply? I think China will learn from iron ore sector, especially trade war.
I guess, Chinese state owned enterprise might be a potentital predator for Strategic purpose like Huagang (China Railways & China Hydro Group owned 65%, where DRC owned 32%). If we were lucky, that happened, the offer would be very generous as they offered USD$3B free funding for DRC infrastructure for a large copper & cobalt deposit back in 2008.

If AVZ Power can secure the Hydro Plant via funding from Dathomir, then they could potentially gain strategic control over power to Manono. Potentially held under subsidairy, they could use it as a bargaining chip in negotiations if a sale or JV was to take place...

Just a thought on speculative information to the birth of 'AVZ Power' Recently reported by Africa Mining Intelegence.
