New shares can be offered in proportion to existing holdings. For example, a 1:3 SPP would offer one new share for each three already held on the record date. With these offers, holders can specify how many new shares they want up to the limit imposed by the proportion.
Rights to new shares can be "renounceable", which means you can sell the right to the new shares on the market. This is good for the issuer because holders who don't want to take up their new shares can sell them on to others who do want to take them up.

This specific SPP is a non-renounceable offer (i.e. you can't sell the rights to the new shares) with preset parcel sizes.

I've always found these "band" to be stupid and narrow minded. By that I mean anyone unable to stump up $1k (They usually start at 2.5K) misses out.
So if you have $500 that you want to tip in, bad luck you're too poor is what these companies/brokers say.
Disappointing.
