    Having been involved in a number of tenders there is a very good explanation for the delay.

    They will have been notified either verbally or in writing about the win but that in itself cannot be disclosed to the market until they have signed the contract with the Government - to be able to sign the contract both sides needs to agree to the legal terms and there can be many days going back and forward between lawyers of both sides until an agreement is reached and then the signing takes place - also note there are always layers of approvals of legal contracts within government and commercial enterprises. It is not easy to know how long the process will take from the outset - in my experience it can take a few days to weeks.

    In addition once the contracts are signed the government officials need to inform the unsuccessful tenders and that may take 1-2 days. Governments will not allow the win to be made public until all tenders are informed.

    Until the contracts are signed it is not legally binding and only when they are signed and the government gives the OK to make it public can the successful tender make an announcement.
