The way I read it is a win - they were selected to be on a panel from which government departments can select them or another provider. But given they already have contracts with a number of government departments it seems to me they will find more departments will chose them.

Yes positive but we will need to see exactly how many departments they end up winning over. We do not know how much additional revenue they will win.
